Cecil Stinson Beasley was born May 22, 1886 in Campbell, Hunt County, Texas, to John Franklin Beasley and Mary Mahalia "Callie" Beasley. He married Floy Hale December 22, 1907 in Hopkins, Texas.

Cecil was a first assistant game commissioner in Austin, Travis County, Texas. He enlisted in the Texas Rangers as a SPECIAL RANGER from April 1, 1917 through January 15, 1919, attached to Co. C. He was discharged. In late 1918, he was a share farmer living in Campbell. In 1930 he was captain, State Fishing Commission, living in Galveston, Galveston County, Texas.
