Otto was the son of Duke Otto of the child of Brunswick-Lüneburg and Mathilde von Brandenburg. He was elected still underage by the cathedral chapter on the 9th October 1260 as successor to Bishop John. Four years later the choice was confirmed by the Pope, and he was consecrated Bishop in the year 1274.
