Lieutenant Governor of California. A native of Auckland, New Zealand, McCarthy moved with his family to the United States in 1934, where they settled in San Francisco. After serving in the United States Air Force during the Korean War, he became involved in politics and was elected to the San Francisco Board of Supervisors in 1963. In 1968 he was elected to the California State Assembly, serving until 1982, and was Speaker of the Assembly from 1974 until 1980. In 1982, he was elected the 43rd Lieutenant Governor of California, and was re-elected in 1986 and again in 1990, serving three terms through the administrations of two governors, George Deukmejian and Pete Wilson, serving from January 3, 1983 until January 2, 1995 making him the longest-serving California Lieutenant Governor with 12 years. He didn't seek re-election to a fourth term in 1994. In 1989 he briefly served as Acting Governor of California when Gov. Deukmejian was out of the country. During this time, on October 17, 1989, Northern California was struck by the Loma Prieta earthquake and McCarthy, who was in San Francisco, was responsible for establishing early emergency relief aid to the affected areas.
