Rachel Etta Matthews, known as Etta, was the daughter of David Matthews and his first wife Hannah Wiggins of Syracuse, Meigs Co., OH. She was born between 1874 and 1875. Curiously, the 1880 Federal Census notes her age as 5 years, though she later "revised" her date of birth to October 1, 1879. Perhaps she wished to appear younger than her husband who was born in 1877.

Etta's Welsh-born father was a coal miner. On July 31, 1901 she married Julius W. McCullough, Jr. (1877-1949) of Huntington, Cabell Co., WV. The couple lived in Huntington, then moved to Zanesville, Muskingum Co., OH where Julius worked as a shop foreman for the Pennsylvania Railroad. No children were born to the union.
