Lucy Capps Mills Capps was the third of nine children born to James Allen Capps (1825-1870) and his wife Mary Esther Gardner (1830-1869) of Washington, St. Landry Parish, LA. Her father was a riverboat captain.

While visiting her sister Mary Ann Page McCullough in Huntington, Cabell Co., WV, she met William Edward Mills (1840-1911) of Barboursville. William was a widower and first cousin of her brother-in-law Julius W. McCullough. The couple were married on March 25, 1880 and lived in Barboursville. They had no children. After Edward died in 1911, Lucy shared a house in Barboursville with her husband's younger brother, John O. Mills.
