James Allen Capps Jr., known as Allen, was the sixth of nine children born to Capt. James Allen Capps (1825-1870) and his wife Mary Esther Gardner Capps (1830-1869) of Washington, St. Landry Parish, Louisiana. The elder Capps was a riverboat captain. Though Allen's tombstone notes his year of birth as 1861, he was more likely born in 1862 or 63 [1870 Federal Census, Washington, St. Landry, LA, enumerated 17 July 1870, notes Allen Capps as 7 years old. Later census records generally support a 1862/63 birthdate.]

Allen moved west to Texas where he met Mary A. Noguess (1875-1915), daughter of Jacques Noguess and his third wife Sarah Evalena Wilkinson. Allen and Mary were married on November 22, 1894 in Newton Co., TX. The couple had seven children: Charles James (b. 1896), Fannie L. (b. 1897), Lena (b. 1899), Allen Luther (b. 1901), Hallie M. (b. 1905), Elaine Charles J. (b. 1896), Fannie L. (b. 1897), Lena (b. 1899), Allen Luther (b. 1901), Hallie M. (b. 1905), Elaine Elizabeth (b.1908), and Katherine Margaret (b. 1910). Fannie and Lena died young. (b.1908), and Katherine Margaret (b. 1910). Fannie and Lena died young. The family settled in the town of Orange, Orange Co., and later in Jasper Co., where Allen worked in saw mills.

After the death of his wife in 1915, Allen moved to Port Arthur, Jefferson Co., TX and lived with his widowed daughter Hallie Capps Wukasch and her children. He died of cancer at age 83.
